Cuckoo Clock trouble?

I just bought a cuckoo clock at an antique shop in another state and it was working just fine, but I can’t figure it out. It cuckoo’s just fine, but the pendulum won’t swing back and forth to keep the time going. The weights are pulled all the way to the top. ANyone know how to fix the pendulum? Thanks :)

    For anything foreign in the pendulum doesnt belong there be careful and let the pendulum attaches have real good flashlight and merry christmas.

    The heavier weight is on the heavier weight is on the chain the heavier weight is on the pendulum chain the chain the chain could be pulled up too tight.
